

MAIN ROLE OF THE TRANSPORT POLICY RESEARCH DEPARTMENT
One. Within the framework of the development of the transport sector, legislation, and technical and technological reforms:
1.1. Develop, approve, and implement the capital city's transport sector policy and planning within the framework of relevant laws and regulations;
1.2. Develop new and revised projects and programs related to public transport planning in line with the state's policy on road transport, submit proposals, and ensure implementation;
1.3. Conduct necessary calculations and research on the establishment of transportation costs, fares, and tariffs for public transport buses, trolleybuses, and taxi services, develop and present proposals, and draft decisions for relevant organizations and officials;
1.4. To introduce new technologies in the public transport sector, ensure service stability, and increase investment in the public transport sector, to prepare the basis and research for projects and programs to be implemented with foreign and domestic investment and loans from international organizations and donor countries, to study experiences, to develop proposals, and to draw conclusions;
1.5. To ensure the implementation of projects, programs, innovations, and strategies of foreign and domestic investors to be implemented and being implemented in the transport sector, to monitor implementation, and to provide the management of the organization and higher-level organizations with this type of information;
1.6. To present proposals on the need to update the norms and standards for improving technical and technological documents related to the work and services of the capital's transport sector, to develop draft standards, and to localize and amend international ISO standards;
1.7. Cooperate with relevant organizations and business entities in the field of studying and implementing experiences in introducing new types of vehicles and advanced technologies, and present project proposals
1.8. Within the scope of the rights granted to the organization, supervise the selection, procurement, necessary agreements, and document development related to the project program, and ensure its implementation;
1.9. Ensure the readiness of integrated and continuous operation of public services, implement the Law on State and Official Secrets, organize activities to protect secrets, and supervise their implementation.
1.10. Supervise the draft orders of the head of the department related to the organization's activities and ensure compliance with legal requirements
Two. Within the scope of research, analysis, and planning activities:
2.1. Organize the work of planning the network planning and route system in an optimal manner based on research and analysis of public passenger transport services, and ensure their implementation;
2.2. Develop and approve proposals for expanding the scope of public transport services in the capital and opening, closing, and changing new routes and stops based on relevant estimates;
2.3. Develop, approve, and analyze daily public transport schedules for each route and each month in accordance with passenger demand using appropriate software, and monitor work performance within the framework of the approved unified tasks;
2.4. Analyze and monitor citizen travel data using the digital data of the public transport traffic management information and electronic payment system software, develop and present opinions;
2.5. Conduct specialized studies on passenger flow, demand, fares, payments, citizen satisfaction, route overlap, commuting, and household, etc. in order to optimize the planning of public passenger transport services networks and schedules, draw conclusions, and develop proposals;
2.6. To determine the demand and need for road transport services based on the general plan for the development of Ulaanbaatar city, construction, ger districts, land allocation, settlement areas, and city population growth statistics, and to organize the delivery of services to citizens;
2.7. To plan, upgrade, and improve public transport bus and taxi stops, and to create a unified database in cooperation with relevant organizations;
2.8. To conduct research and calculations on the location, improvement, labeling, and marking of public transport vehicle parking lots, and to make recommendations, organize, and implement them;
2.9. To determine and plan the location of parking lots for route vehicles within the framework of the design of new and renovated highways, and to provide suggestions on ensuring normal conditions for public transport services;
2.10. To determine the size of public transport parking lots, and to include them in the cadastral map and confirm them in cooperation with relevant organizations;
2.11. Conduct research and develop proposals and plans in collaboration with relevant departments to coordinate the planning of the public transport network in Ulaanbaatar with other transport services;
2.12. Evaluate and provide conclusions on the performance of public transport service providers and organizations and the implementation of contractual obligations, and provide recommendations to the transport
2.13. To prepare laws and legal documents related to public transport activities, and to submit proposals to higher-level organizations for improving the activities of the sector based on research and analysis related to the activities
2.14. To prepare the necessary research on the hourly rates applicable to public passenger transport services and submit them to the relevant departments and units
Three. Within the scope of statistical and economic calculation activities:
3.1. To compile and process technical and economic indicators of the road transport sector, to formulate conclusions and enrich them;
3.2. To calculate the profit and loss of services based on the financial and economic indicators of public transport service providers and organizations and transportation reports, data and research, to prepare opinions;
3.3. To establish and approve the revenue plan for each direction on a quarterly basis based on the records and reports of public transport management, information and electronic payment systems;
3.4. To study and present the factors affecting the income and expenses of public transport services, and to take relevant measures;
3.5. To conduct necessary economic calculations and analyses on public transport services, newly opened routes, special order services, and current issues;
3.6. To compile and develop relevant studies, calculations, and proposals in case of unavoidable circumstances to change the hourly rates and transportation prices of public transport services;
3.7. To study, analyze, and monitor the economic calculations of projects and programs implemented in the capital's transport sector;
3.8. To create a unified database of the Ulaanbaatar city passenger transport network, to passport each route and stop, to develop route maps and overlapping maps, and to provide citizens with information.
Fourth. In the field of internal operations of the organization:
4.1. Implement internal rules, regulations, instructions, and decisions and tasks of higher-level organizations and officials within the organization, monitor implementation and report on the work at the department level;
4.2. Prepare relevant news and information on the work carried out within the scope of the department's functions, inform citizens, and provide management with information;
4.3. Participate in work and events organized by the local administration and relevant departments, coordinate the activities of the department with the daily activities of the organization's internal units;
4.4. Ensure the implementation of the duties specified in the Anti-Corruption Law, the Law on Regulating Public and Private Interests in Public Service and Preventing Conflicts of Interest, ensure that the declaration of personal interests and income declarations of officials subject to legal action are accurately filed within the time specified by law, and fully involve employees in training on combating corruption;
4.5. Maintain discipline and ethical standards of civil servants at the department level, monitor the use of working hours of civil servants and employees;
4.6. Organize internal control and inspections at the department level, document disciplinary and ethical violations and deficiencies of civil servants and employees, conduct official inspections, present relevant opinions, eliminate identified violations and deficiencies, and provide management with information in this area;
4.7. Activate and expand activities related to the relevant laws and functions, cooperate with state and non-state organizations and business entities, develop draft memorandums of cooperation and agreements, review and present them to relevant departments and officials, and ensure implementation;
4.8. Receive and resolve applications, complaints, and requests submitted by citizens according to the appropriate schedule, and monitor the resolution;
4.9. Conducting official and archival activities within the department in accordance with relevant laws, standards, rules, regulations, and instructions, archiving documents generated in the course of daily operations in accordance with appropriate procedures, and implementing an electronic system for archival records;
4.10. Ensuring the readiness of integrated and continuous operation of public services, implementing the law on state and official secrets, organizing activities to protect secrets, and monitoring their implementation;
4.11. Solving social problems of department employees and workers, developing related projects and programs, and implementing them in cooperation with relevant organizations;
4.12. Responsible for organizing relevant work according to the schedule of the permanent non-staff headquarters for emergency and disaster protection
