
MAIN DUTIES OF THE INSPECTION DEPARTMENT
One. Within the framework of the development of the transport sector, legislation, and technical and technological reforms:
1.1. Participate in the development of policies and planning for the capital's transport sector within the framework of relevant laws and regulations, and present relevant opinions;
1.2. Participate in the development of new and revised projects and programs related to public transport planning in line with the state's policy on road transport, submit proposals, and ensure implementation;
1.3. Cooperate with other departments and units in preparing the rationale and research for projects and programs to be implemented with foreign and domestic investment and loans from international organizations and donor countries to introduce new technologies, ensure service stability, and increase investment in the public transport sector;
1.4. Ensure the implementation of projects, programs, innovations, and strategies of foreign and domestic investors in the transport sector;
1.5. To present proposals on the need to update the norms and standards for the improvement of technical and technological documents related to the work and services of the capital's transport sector, to develop drafts of necessary standards, and to introduce and amend international ISO standards;
1.6. To cooperate with relevant organizations and business entities in the field of studying and implementing experiences in the introduction of new types of vehicles and advanced technologies, and to present proposals for projects.
Two. Within the framework of ensuring the implementation of legislation in road transport services:
2.1. To monitor the rules, regulations, and standard requirements that must be followed in the capital, to provide professional and methodological advice to transport enterprises and organizations in this field, to reduce risks, and to ensure safety;
2.2. To conduct inspections within the framework of legislation on the activities of citizens, business entities and organizations providing public passenger transport, freight transport, children's and employee bus services, and car services;
2.3. To distribute state inspectors to implement road transport control in the capital, to submit notifications and official requirements to eliminate detected violations, and to monitor implementation;
2.4. To present proposals for terminating transportation and other types of contracts, imposing contractual liability, and delivering time-bound tasks based on the inspection and inspection reports conducted on the activities of enterprises engaged in road transport services and the conclusions of the state inspector;
2.5. To receive complaints and information submitted by citizens, business entities, and organizations related to road transport services, to conduct inspections based on the information, and to submit responses within the time period specified by law;
2.6. To cooperate with the police and other state inspection organizations to ensure the implementation of legislation on road transport and to prevent crimes and violations;
2.7. Conduct public training and publicity, cooperate with the media, prepare and disseminate information, and implement advocacy measures to ensure the implementation of legislation on motor transport;
2.8. Conduct inspections of the payment status of citizens traveling by public transport (except taxis), impose requirements in accordance with the law, and refuse to transport passengers who have not paid, and assign inspectors to work on the streets;
2.9. Take organizational measures to increase the payment of public transport services (except taxis) and encourage passengers to use electronic payment systems, and cooperate with relevant organizations (such as “Ulaanbaatar Smart Card” LLC, “Passenger Transport Association”, “Passenger Transport Three” ONUAATUG), and provide information to higher-level organizations and officials in this area;
2.10. Provide integrated management and supervision of dangerous and special cargo transportation activities, and provide professional and methodological support to shipping entities and organizations.
Three. Within the scope of violation investigation and resolution activities:
3.1. Conduct on-site or simplified procedures for violations detected during street and road inspections in the capital, open violation cases, collect evidence, conduct violation investigations, and transfer complaints to the appropriate jurisdiction;
3.2. Improve work productivity by simplifying violation investigations, introducing and utilizing modern electronic equipment and technology, and implement organizational measures to prevent crimes and violations;
3.3. Conduct regular inspections of activities such as preparing the capital's public transportation sector for winter and promptly clearing vehicles that have broken down on the streets, and impose penalties for violations as specified by law;
3.4. Regularly organize inspections to ensure that public transport buses and trolleybuses do not travel in lanes other than the designated lanes, to properly park the designated lanes at the stops, to provide citizens with a smooth and courteous service, and to impose penalties as prescribed by law for violations found;
3.5. In the event of a road accident during the provision of motor transport services, to cooperate with relevant organizations and take measures to prevent further violations, to determine the causes and conditions that contributed to the road accident or violation, and to hold the guilty party accountable as prescribed by law;
3.6. Maintain quantitative information on violations registered in the capital and their resolution, enrich the electronic database, and provide information to higher-level organizations and officials in this area;
3.7.To supervise the quality of services of organizations operating in the auto transport sector, such as taxi service call centers, call center drivers, delivery services, and freight services in the capital, in cooperation with relevant departments, and to provide professional and methodological instructions in ensuring the implementation of laws and regulations.
Fourth. In the field of internal operations of the organization:
4.1.To implement internal rules, regulations, and instructions within the organization, as well as decisions and tasks of higher-level organizations and officials, to monitor implementation at the department level, and to organize reporting;
4.2.To prepare relevant news and information about the work being carried out within the scope of the department's functions, to inform citizens, and to provide management with information;
4.3.To participate in work and events organized by the local administration and relevant departments, and to coordinate the activities of the department with the daily activities of the internal units of the organization;
4.4.Ensure the implementation of the duties specified in the Anti-Corruption Law, the Law on the Coordination of Public and Private Interests in Public Service and the Prevention of Conflicts of Interest, ensure that the declaration of personal interests and income declarations of officials subject to legal service are accurately filed within the time specified by law, and fully involve employees in training on combating corruption;
4.5.Ensure discipline and order at the department level, maintain ethical standards for civil servants, and monitor the use of working hours of employees and workers;
4.6.Organize internal control and inspections at the department level, document disciplinary and ethical violations and deficiencies of employees and workers, conduct official inspections, present relevant opinions, eliminate identified violations and deficiencies, and provide management with information in this area;
4.7. To activate and expand activities related to the relevant laws and functions, to cooperate with state and non-state organizations and business entities, to develop draft memorandums of cooperation and agreements, to review and present them to relevant departments and officials, and to ensure implementation;
4.8. To receive and resolve applications, complaints, and requests submitted by citizens related to the activities of the organization according to the appropriate schedule, and to supervise the resolution;
4.9. To conduct official and archival activities at the department level within the framework of relevant laws, standards, rules, regulations, and instructions, to archive documents generated in the context of daily operations in accordance with the appropriate procedures, and to implement an electronic system for archiving official records;
4.10. To ensure the readiness of unified and continuous operation of public services, to implement the Law on State and Official Secrets, to organize activities to protect secrets, and to supervise their implementation;
4.11. To resolve social issues of department employees and workers, develop related projects and programs, and implement them in cooperation with relevant organizations;
4.12. To organize relevant work in accordance with the work schedule of the non-permanent headquarters for emergency and disaster protection.
