MAIN DUTIES OF THE REGISTRATION AND TECHNICAL TECHNOLOGY DEPARTMENT

One. Within the framework of the development of the transport sector, legislation, and technical and technological innovation:

1.1. Participate in the development of policies and planning for the capital's transport sector within the framework of relevant laws and regulations, and present relevant opinions;

1.2. Develop new and revised projects and programs related to public transport planning in line with the state's policy on road transport, submit proposals, and ensure implementation;

1.3. Conduct necessary calculations and research on the establishment of transportation costs, fares, and tariffs for public transport buses, trolleybuses, and taxi services, develop and present proposals, and participate in the development of draft decisions for relevant organizations and officials;

1.4. To introduce new technologies in the public transport sector, ensure service stability, and increase investment in order to prepare the basis and research for projects and programs to be implemented with foreign and domestic investment and loans from international organizations and donor countries, to study experiences, develop proposals, and draw conclusions;

1.5. To ensure the implementation of projects, programs, innovations, and strategies of foreign and domestic investors to be implemented and being implemented in the transport sector, to monitor implementation, and to provide the management of the organization and higher-level organizations with this type of information;

1.6. To update the norms and standards for improving technical and technological documents related to the work and services of the capital's transport sector, to develop draft standards, and to present proposals on the need to localize and amend international ISO standards;

1.7. To cooperate with relevant organizations and business entities in the field of studying experiences and implementing the introduction of new types of vehicles and advanced technologies, and to present projects and proposals.

Two. Within the scope of ensuring the implementation of laws and standards related to road transport services:

2.1.Support the renewal and replacement of the capital's public transport fleet, draw conclusions on the compliance of newly introduced public transport vehicles with standards and regulations, and provide management with information;

2.2.In the event of an urgent need to change the standards and regulations applicable to road transport services, develop and resolve the necessary research, calculations, and proposals in cooperation with relevant departments and units;

2.3.Investigate the activities of business entities and organizations operating public passenger transport services within the framework of relevant laws, standards, and regulations, participate in the work of conducting attestation and selection to establish levels, and provide professional and methodological support to departments and units;

2.4. Analyze whether the vehicles of enterprises and organizations operating passenger and freight transportation services, as well as employees and children's buses in the capital city meet the appropriate standards, present them to higher-level organizations and officials, and compile and develop relevant projects and proposals in this area;

2.5. Present proposals for developing requirements for employees and specialists of enterprises and organizations operating in the motor transport sector, and provide professional and methodological support to other departments and units in this area;

2.6. Conduct research and analysis to determine whether vehicles, equipment, and car service facilities used in motor transport services meet international and national standards, and provide higher-level organizations and officials with information in this area;

2.7. Participate in the development of training content and programs to promote the legislation on occupational safety and hygiene in the motor transport sector to citizens, enterprises and organizations, and involve the necessary specialists and engineers in training;

2.8. Studying experiences in introducing new types of vehicles and advanced technologies, supervising the customer in investment activities, ensuring implementation, and providing management with information on progress and results;

2.9. Assessing and concluding the work performance and implementation of contractual obligations of public transport service enterprises and organizations, and presenting proposals on terminating transportation and other types of contracts, imposing contractual obligations, and delivering timely tasks.

Three. Within the scope of the inspection of motor vehicles:

3.1. Conduct inspection of motor vehicles in the capital and draw conclusions on their compliance with Mongolian laws, international and national standards;

3.2. Maintain records of inspection inspections, be responsible for enriching the database, and provide information to relevant organizations and officials in this area;

3.3. Ensure normal daily operations by adhering to the operating and safety instructions for technical inspection equipment and tools, and having their measurement errors and accuracy meet the requirements of international metrology standards by having them inspected annually by an authorized organization, and obtaining a “certificate of conformity” for use;

3.4. Develop and implement technological cards and other necessary technical documents to check the technical completeness of motor vehicles, their aggregates, nodes, mechanisms, and systems, and their compliance with traffic and ecological safety requirements;

3.5. To take and implement organizational measures to train and practice engineers and employees who conduct vehicle inspection, to ensure the implementation of rules and regulations to be followed in the workplace, and to comply with occupational safety and hygiene requirements;

3.6. To take and implement organizational measures to promptly submit information on whether the technical inspection has been passed to the relevant departments and units, and to monitor the implementation.

Fourth. Within the framework of ensuring and improving the normal operation of the public transport payment system:

4.1. To cooperate with relevant organizations in ensuring and expanding the normal operation of the public transport management information and electronic payment system, improving software, and introducing advanced techniques and technologies into the payment system;

4.2. To ensure the stability of the electronic payment system, to monitor the normal operation of electronic payment technology, to install and monitor the integrity of electronic payment system equipment, and to organize maintenance work;

4.3. To cooperate with foreign and domestic organizations to bring the electronic payment system into line with international standards;

4.4. Ensure the normal operation of the management and electronic payment system software and carry out improvements;

4.5. Develop research on the latest technology equipment and software for the management and electronic payment system and present the updates to higher-level organizations and officials;

4.6. Present the procurement of necessary equipment and software to higher-level organizations and officials;

4.7. Cooperate with the project implementer and relevant departments and professional organizations to ensure and expand the normal operation of the traffic management, information and electronic payment system in public transport services, improve software, and introduce advanced techniques and technologies into the system.

Five. In the field of internal operations of the organization:

5.1. Implement internal rules, regulations, instructions and decisions and tasks of higher-level organizations and officials within the organization, and organize monitoring and reporting on the implementation at the department level;

5.2. To prepare and disseminate relevant news and information on the work carried out within the scope of the department's functions to citizens and to provide information to the management;

5.3. To participate in the work and events organized by the local administration and relevant departments, and to coordinate the activities of the department with the daily activities of the internal units of the organization;

5.4. To ensure the implementation of the duties specified in the Anti-Corruption Law and the Law on the Coordination of Public and Private Interests in Public Service and the Prevention of Conflicts of Interest, to ensure that the declaration of personal interests and income declarations of officials subject to legal action are accurately filed within the time specified by law, and to fully involve employees in training on combating corruption;

5.5. To maintain discipline and ethical standards for civil servants within the department, and to monitor the use of working hours by employees and civil servants;


 

5.6. Organize internal control and inspection at the department level, document disciplinary violations and shortcomings of employees, conduct official inspections, present relevant opinions, eliminate identified violations and shortcomings, and provide management with information in this area;

5.7. Activate and expand activities related to the relevant laws and functions, cooperate with government and non-government organizations and business entities, develop draft memorandums of cooperation and agreements, review and present them to relevant departments and officials, and ensure implementation;

5.8. Receive and resolve applications, complaints, and requests submitted by citizens according to an appropriate schedule, and supervise the resolution

5.9. Conducting official and archival activities within the department in accordance with relevant laws, standards, rules, regulations, and instructions, archiving documents generated in the course of daily operations in accordance with appropriate procedures, and implementing an electronic system for archival records;

5.10. Ensuring the readiness of integrated and continuous operation of public services, implementing the law on state and official secrets, organizing activities to protect secrets, and monitoring their implementation;

5.11. Solving social problems of department employees and workers, developing related projects and programs, and implementing them in cooperation with relevant organizations;

5.12. Responsible for organizing relevant work according to the schedule of the permanent non-staff headquarters for emergency and disaster protection.
