DUTIES OF THE FINANCE AND ECONOMY DEPARTMENT

One. Within the framework of the development of the transport sector, legislation, and technical and technological reforms:

1.1. Participate in the development of policies and planning for the capital's transport sector within the framework of relevant laws and regulations, and present relevant opinions;

1.2. Participate in the development of new and revised projects and programs related to public transport planning in line with the state's policy on motor transport, submit proposals, and ensure implementation;

1.3. Conduct necessary calculations and research on the establishment of transportation costs, fares, and tariffs for public transport buses, trolleybuses, and taxi services, develop and present proposals, and participate in the development of draft decisions for relevant organizations and officials;

1.4. To introduce new technologies in the public transport sector, ensure service stability, and increase investment, to prepare the basis and research for projects and programs to be implemented with foreign and domestic investment and loans from international organizations and donor countries, to study experiences, develop proposals, and draw conclusions;

1.5. To ensure the implementation of projects, programs, innovations, and strategies of foreign and domestic investors to be implemented and being implemented in the transport sector, and to provide information to the land administration and higher-level organizations on budget-related issues;

1.6. To present proposals within the scope of the tasks and responsibilities on the need to update the norms and standards for improving technical and technological documents related to the work and services of the capital's transport sector, to develop drafts of necessary standards, and to introduce and amend international ISO standards;

1.7. To cooperate with relevant organizations and business entities in the field of studying experiences and implementing the introduction of new types of vehicles and advanced technologies, and to present proposals.

Two. Within the framework of investment, economic and accounting activities:

2.1. Develop and present to higher-level organizations and officials the estimates of investments and their benefits within the organization;

2.2. Ensure the implementation of accounting legislation within the organization, record accounting activities on an accrual basis, submit financial reports to the appropriate organizations within the time period specified by law, obtain the conclusion of the audit organization, and present to higher-level organizations and officials;

2.3. Maintain the organization's ledger, openly inform the public of information related to the use of budget funds, and organize work to ensure transparency in procurement;

2.4. Provide salaries, bonuses, compensatory benefits, and other payments and benefits specified in the law to civil servants and employees in accordance with the decision of the direct budget manager, and record them in the report;


 

2.5. In connection with the provision of public transport services, calculate and allocate funds for the performance of work in accordance with the appropriate procedures, withhold fines and penalties specified in the law and the contract, organize payment collection, monitor the implementation of contractual obligations, and provide management with information in this area;

2.6. Develop relevant research and proposals in cooperation with other departments and units on changes to the hourly rates and transportation prices applicable to public transport services, present proposals, and have them resolved;

2.7. Budget, allocate according to the schedule, and monitor the implementation of funding for expenses related to the transportation of free (police, domestic military personnel, honorary donors, senior citizens, disabled citizens, etc.) and citizens with reduced travel rights (students, students) in accordance with relevant laws and regulations;

2.8. Supervise the implementation and execution of the organization's financial budget projections and plans, and spend the necessary funds for the organization's activities within the approved budget schedule and in accordance with the decision of the direct budget manager, maintain records and present them;

2.9. Develop information on newly purchased machinery, equipment, and other goods and services required by the organization, include them in the annual budget, and organize procurement;

2.10. Supervise the execution of the revenue plan established by the higher-level organization, take organizational measures to fulfill the revenue plan, and reconcile quarterly, semi-annual, and full-year accounts with client organizations and prepare and confirm the balance of debts and receivables;

2.11. Responsible for organizing the work of raising funds for the Capital City Public Transport Development Fund, and provide management with information in this area;

2.12. Submit proposals to the higher-level management on changes to the hourly rates and transportation prices applicable to public transport services.

Three. Within the scope of monitoring the registration and use of business activities and technical equipment:

3.1. Maintain records of machinery and equipment used throughout the organization in accordance with appropriate procedures and calculate depreciation annually;

3.2. Supervise the storage, protection, and use of the organization's property, present information on the loss, damage, or unauthorized transfer or use of the organization's property by employees and officers during the use and possession of the organization's property to higher-level organizations and officials, and organize the compensation for damages;

3.3. In order to ensure the daily normal operations of the organization, conclude contracts for the purchase and rental of goods and services from other organizations and business entities, make settlements, and monitor the quality of the goods and services supplied, receive and present suggestions and criticisms from employees and officers in this area to the management;

3.4. Create resources required for activities such as risk prevention and security in connection with timely and urgent operations, and spend them according to the decision of the direct budget manager;

3.5. To take organizational measures to increase the efficiency of their use and protection by renting or using real estate, land, vehicles, and other technical equipment registered in the organization's property;

3.6. To be responsible for the actuation and removal of obsolete equipment and equipment in accordance with appropriate procedures;

3.7. To conduct a price survey of the equipment and equipment necessary for all employees of the organization for their work and positions, and to organize the purchase of necessary equipment and equipment.

Fourth. In the field of internal operations of the organization:

4.1. To implement internal rules, regulations, instructions, decisions, and tasks of higher-level organizations and officials within the organization, and to supervise and report on the implementation at the department level;

4.2. To prepare relevant news and information about the work being carried out within the scope of the department's functions, to inform citizens, and to provide management with information;

4.3. Participate in the work and events organized by the local administration and relevant departments, coordinate the activities of the department with the daily activities of the internal units of the organization;

4.4. Ensure the implementation of the duties specified in the Anti-Corruption Law, the Law on the Coordination of Public and Private Interests in Public Service and the Prevention of Conflicts of Interest, ensure that the declaration of personal interests and income declarations of officials subject to legal action are accurately filed within the time specified by law, and fully involve employees in training on combating corruption;

4.5. Maintain discipline and ethical standards for civil servants at the department level, monitor the use of working hours of employees and workers;

4.6. Organize internal supervision and inspections at the department level, document disciplinary and ethical violations and deficiencies of employees and workers, conduct official inspections, present relevant opinions, eliminate detected violations and deficiencies, and provide management with information in this area;

4.7. To activate and expand activities related to the relevant laws and functions, to cooperate with state and non-state organizations and business entities, to develop draft memorandums of cooperation and agreements, to review and present them to relevant departments and officials, and to ensure implementation;

4.8. To receive and resolve applications, complaints, and requests submitted by citizens according to the appropriate schedule, and to supervise the resolution;

4.9. To conduct official and archival activities within the department within the framework of relevant laws, standards, rules, regulations, and instructions, to archive documents generated in the context of daily operations in accordance with the appropriate procedures, and to implement an electronic system for archiving official records;

4.10. To ensure the readiness of integrated and continuous operation of public services, to implement the Law on State and Official Secrets, to organize activities to protect secrets, and to supervise their implementation;

4.11. To resolve social issues of department employees and workers, to develop related projects and programs, and to implement them in cooperation with relevant organizations;

4.12. Responsible for organizing relevant work according to the work schedule of the permanent non-staff headquarters for emergency and disaster protection.
