DUTIES OF THE PASSENGER TRANSPORT DEPARTMENT

One. Within the framework of the development of the transport sector, legislation, and technical and technological reforms:

1.1. Participate in the development of policies and planning for the capital's transport sector within the framework of relevant laws and regulations, and present relevant opinions;

1.2. Submit proposals for the development of new and revised projects and programs related to public transport planning in line with the state's policy on road transport, and ensure their implementation;

1.3. Conduct necessary calculations and research on the establishment of transportation costs, fares, and tariffs for public transport buses, trolleybuses, and taxi services, develop and present proposals, and participate in the development of draft decisions for relevant organizations and officials;

1.4. To introduce new technologies in the public transport sector, ensure service stability, and increase investment in order to prepare the basis and research for projects and programs to be implemented with foreign and domestic investment and loans from international organizations and donor countries, to study experiences, develop proposals, and to draw conclusions;

1.5. To ensure the implementation of projects, programs, innovations, and strategies of foreign and domestic investors to be implemented and being implemented in the transport sector, and to provide information to the management of the organization and higher-level organizations on issues related to passenger transport;

1.6. To update the norms and standards for improving technical and technological documents related to the work and services of the public transport sector, to develop draft standards, and to present proposals on the need to localize and amend international ISO standards;

Two. In the context of the work of consolidating and reporting information related to public transport services and ensuring the implementation of laws and regulations:

2.1. To forward proposals submitted by relevant business entities and organizations in the field of renewal and rehabilitation of the capital's public transport service fleet to the appropriate organizations and departments;

2.2. To examine the activities of business entities and organizations providing public passenger transport services within the framework of relevant laws, standards and regulations, to issue conclusions, and to organize certification and selection to establish the level;

2.3. To create a register and database of vehicles and drivers that meet the standards of public transport service providers and employees, and children's buses of business entities and organizations, and to register their movements in accordance with the appropriate procedures;

2.4. To create a unified database of all employees and specialists of business entities and organizations providing public transport services and to register their movements;

2.5. Compare the license period of qualified drivers registered in the capital's public transport service vehicle registration database with the database of the relevant organization, and register the movement of qualified drivers in the database;

2.6. Register the taxi service call center and register the movement in accordance with the relevant procedures;

2.7. Process the quantitative information, management, information and electronic payment system information on the performance of public transport services, enrich the electronic database daily and monthly, and provide relevant organizations, units and officials with information;

2.8. Present daily news and information on transport services to the organization's rapid consultation;

2.9. Obtain and analyze the performance of public transport services from the relevant organizations, units and officials, and monitor the performance of work;

2.10. Organize the classification and registration of public transport service providers in cooperation with relevant departments throughout the capital;

2.11. Develop draft contracts for the provision of public transport services, conclude contracts, evaluate and conclude the performance of the carrier business entity and organization, and implement contractual obligations, and present proposals for terminating transportation and other types of contracts, imposing contractual responsibilities, and submitting time-bound tasks.

2.12. Provide professional assistance and support to improve the management of the activities of enterprises engaged in taxi services, and implement a program to develop taxi services in cooperation with relevant organizations;

2.13. Organize relevant training courses in cooperation with professional organizations to promote the legislation on occupational safety and hygiene in the public transport sector to citizens, business entities, and organizations, and monitor the results and implementation;

2.14. Work with relevant organizations to prevent industrial accidents and occupational diseases in the public transport sector;

2.15. Develop a unified training program for the capital's public transport sector and develop human resources in the sector /engineers, technicians, and drivers

Three. Within the scope of ensuring the daily normal operation of passenger transport services and transportation coordination:

3.1.Organize and coordinate public transport services in the capital according to planning;

3.2.Prepare a schedule for the operation of tow trucks, and work with relevant organizations and departments to supervise and coordinate;

3.3.Organize and supervise the implementation of winter preparations for the capital's public transport sector;

3.4.Organize and supervise the operation of children's and employee buses that meet relevant standards and requirements to travel on the designated vehicle lanes;

3.5.Clearly identify the cause and time of breakdowns and stops during the service of vehicles, integrate them into the news and information, notify relevant departments, business entities, and organizations, and take measures to promptly coordinate and reduce violations;

3.6. In the event of a road or transport accident, cooperate with relevant organizations, promptly exchange information, collect information and report it to relevant departments, business entities, and organizations, and take measures to reduce the violation;

3.7. In order to ensure the normal operation of services in the event of traffic jams, power outages, weather conditions, and disasters, notify public transportation service providers, business entities, organizations, and relevant officials, and take coordination and organizational measures;

3.8. Monitor the quality of taxi service call centers in cooperation with relevant departments.

Fourth. In the field of internal operations of the organization:

4.1. Implement internal rules, regulations, instructions, and decisions and duties of higher-level organizations and officials within the organization, and organize monitoring and reporting on the implementation at the department level;

4.2. To prepare and disseminate relevant news and information on the work carried out within the scope of the department's functions to citizens and to provide information to the management;

4.3. To participate in the work and events organized by the local administration and relevant departments, and to coordinate the activities of the department with the daily activities of the internal units of the organization;

4.4. To ensure the implementation of the duties specified in the Anti-Corruption Law, the Law on the Coordination of Public and Private Interests in Public Service and the Prevention of Conflicts of Interest, to ensure that the declaration of personal interests and income declarations of officials subject to legal action are accurately filed within the time specified by law, and to fully involve employees in training on combating corruption;

4.5. To maintain discipline and ethical standards for civil servants within the department, and to monitor the use of working hours by employees and workers;

4.6.Organize internal control and inspection at the department level, document disciplinary violations and deficiencies of employees, conduct official inspections, present relevant opinions, eliminate identified violations and deficiencies, and provide management with information in this area;

4.7.Activate and expand activities related to the functions within the framework of relevant laws and regulations, cooperate with state and non-state organizations and business entities, develop draft memorandums of cooperation and agreements, review, present and ensure implementation by relevant departments and officials;

4.8.Receive and resolve applications, complaints, and requests submitted by citizens according to an appropriate schedule, and monitor the resolution;

4.9.Maintain official and archival activities at the department level within the framework of relevant laws, standards, rules, regulations, and instructions, archive documents generated within the framework of daily operations in accordance with appropriate procedures, and implement an electronic system for archival records;

4.10. Ensure the readiness of the unified and continuous operation of public services, implement the law on state and official secrets, organize activities to protect secrets, and monitor their implementation;

4.11. Resolve social issues of department employees and workers, develop related projects and programs, and implement them in cooperation with relevant organizations;

4.12. Responsible for organizing relevant work according to the work schedule of the permanent non-staff headquarters for emergency and disaster protection.
