

MAIN ROLE OF THE FREIGHT TRANSPORT AND AUTO SERVICES DEPARTMENT
One. Within the framework of the development of the transport sector, legislation, and technical and technological reforms:
1.1. Participate in the development of policies and planning for the capital's transport sector within the framework of relevant laws and regulations, and present relevant opinions and conclusions;
1.2. Develop new and revised projects and programs related to public transport planning in line with the state's policy on motor transport, submit proposals, and ensure implementation;
1.3. Present relevant projects and proposals for the establishment of freight transport and logistics centers in the capital's territory, and provide necessary information;
1.4. Prepare justifications and research for projects and programs to be implemented with foreign and domestic investment and loans from international organizations and donor countries to introduce new technologies in freight transport and logistics operations, ensure service stability, and increase investment, study experiences, develop proposals, and work together to draw conclusions;
1.5. To ensure the implementation of projects, programs, innovations, and strategies of foreign and domestic investors in the transport sector, to monitor their implementation, and to provide information to the management of the organization and higher-level organizations;
1.6. To update the norms and standards for improving technical and technological documents related to the work and services of the capital's transport sector, to develop draft standards, and to present proposals on the need to localize and amend international ISO standards;
1.7. To cooperate with relevant organizations and business entities in the field of studying and implementing experiences in introducing new types of vehicles and advanced technologies, and to present proposals for projects.
Two. Within the scope of freight transport and logistics activities:
2.1. Receive requests from citizens, business entities and organizations to travel on roads prohibited in the capital, check whether they have undergone technical inspection, whether there are tax and insurance violations, and whether the fines imposed by law have been paid, and organize the issuance of “EU” and “Temporary” permits to trucks that meet the requirements;
2.2. Take organizational measures to provide citizens, business entities and organizations with information and digitalize operations in connection with the issuance of central road permits to trucks;
2.3. Conduct advisory services and joint inspections with the state inspector of road transport control in order to enforce standards, rules and regulations in freight transport activities, and take organizational measures to eliminate detected violations;
2.4. Organize freight transport activities in a correct and rational manner in accordance with the load on the streets and roads of the capital;
2.5. Organize the planning and registration of dangerous and special cargo transportation regulations.
Three. Within the scope of the issuance and registration of permits for auto services:
3.1. Ensure that the activities of auto service providers operating in the 9 districts of the capital meet the standard requirements, establish classifications, and conduct conformity assessment and certification of auto repair services;
3.2. Present relevant proposals for the proper transportation and disposal of waste generated by auto service providers operating in the 9 districts of the capital, monitor these activities, and compile information;
3.3. Maintain and monitor the enrichment of the unified database of auto service providers;
3.4. Provide advisory services and joint inspections with the state inspector of motor transport control to ensure compliance with standards, rules, and regulations in the activities of auto service providers located in the 9 districts of the capital, and take organizational measures to eliminate identified violations;
3.5. Register taxi service call centers and delivery service businesses and organizations in the database in accordance with relevant regulations;
Fourth. In the field of internal operations of the organization:
4.1. Implement internal rules, regulations, instructions, and decisions and tasks of higher-level organizations and officials within the organization, supervise implementation and organize reporting at the department level;
4.2. Prepare relevant news and information on the work carried out within the scope of the department's functions, inform citizens, and provide management with information;
4.3. Participate in work and events organized by the local administration and relevant departments, coordinate the activities of the department with the daily activities of the organization's internal units;
4.4. Ensure the implementation of the duties specified in the Anti-Corruption Law, the Law on Regulating Public and Private Interests in Public Service and Preventing Conflicts of Interest, ensure that the declaration of personal interests and income declarations of officials subject to legal action are accurately filed within the time specified by law, and fully involve employees in training on combating corruption;
4.5. Maintain discipline and ethical standards of civil servants at the department level, monitor the use of working hours of civil servants and employees;
4.6. Organize internal control and inspections at the department level, document disciplinary and ethical violations and deficiencies of civil servants and employees, conduct official inspections, present relevant opinions, eliminate identified violations and deficiencies, and provide management with information in this area;
4.7. Activate and expand activities related to the relevant laws and functions, cooperate with state and non-state organizations and business entities, develop draft memorandums of cooperation and agreements, review and present them to relevant departments and officials, and ensure implementation;
4.8. Receive and resolve applications, complaints, and requests submitted by citizens according to the appropriate schedule, and monitor the resolution;
4.9. Conducting official and archival activities within the department in accordance with relevant laws, standards, rules, regulations, and instructions, archiving documents generated in the course of daily operations in accordance with appropriate procedures, and implementing an electronic system for archival records;
4.10. Ensuring the readiness of integrated and continuous operation of public services, implementing the Law on State and Official Secrets, organizing activities to protect secrets, and monitoring their implementation;
4.11. Solving social problems of department employees and workers, developing related projects and programs, and implementing them in cooperation with relevant organizations;
4.12. Responsible for organizing relevant work according to the schedule of the permanent non-staff headquarters for emergency and disaster protection.
