4.1. The Department shall perform the following main functions:

4.1.1. The following functions shall be performed within the framework of activities to develop and update legislation.

4.1.1.1. Conducting calculations and research to revise fares, tariffs, and vehicle hours for public transport services, developing proposals, and having issues related to the Public Transport Development Fund resolved by authorized bodies and supervising them;

4.1.1.2. Selecting and selecting business entities and organizations to perform transportation within the framework of legislation, rules, and regulations, issuing conclusions on whether they meet standard requirements, and conducting level determination /certification/;

4.1.2. The following functions shall be performed within the framework of activities to improve the quality and accessibility of public services.

4.1.2.1. Planning, organizing implementation, monitoring, and providing information to the public in the territory of the capital;

4.1.2.2. Establishing the public passenger transport network, planning, service routes within the city and surrounding areas, opening, closing, changing, registering new routes and stops, and setting timetables;

4.1.2.3. Supervise the operation of public transport bus terminal and intermediate bus stop buildings and organize maintenance and routine repairs;

4.1.2.4. Continuously organize work to improve the quality and culture of public transport services.

4.1.2.5. Organize technical inspection of public transport vehicles, school and employee buses, and capital city government and administrative vehicles;

4.1.2.6. Plan, register, monitor, and provide integrated management for the transportation of dangerous and special goods;

4.1.2.7. Organize the registration of children's and employee buses and other transport vehicles that meet the standards and requirements, and issue permits to operate on designated vehicle lanes and exempt from license plate restrictions;

4.1.2.8.Ensure the implementation of policies and laws on freight transport, auto services, and logistics, and organize and develop freight transport services;

4.1.3.The following functions shall be carried out within the scope of activities to implement advanced techniques, technologies, and innovative development.

4.1.3.1.Organize the classification and registration of public transport service organizations at the capital level;

4.1.3.2.Introduce and develop advanced new techniques, technologies, and diverse and high-capacity vehicles in the public transport sector in stages, ensure service stability, modernize transport services, and improve investment returns;

4.1.3.3. Develop technical inspection of vehicles based on advanced technology, comprehensive registration services, and intelligent transportation systems, install and monitor the integrity of public transport payment management systems and equipment, and organize maintenance work;

4.1.3.4. Cooperate with project implementers and relevant professional organizations to ensure and expand the normal operation of public transport traffic management, information and electronic payment systems, improve software, and introduce advanced techniques and technologies into the payment system;

4.1.4. Implement the following functions within the framework of state inspection activities.

4.1.4.1. Implement state inspection of road transport in order to ensure the implementation of laws and regulations in force in the public transport sector, and to ensure the implementation of rules, regulations, and standards;

4.1.4.2. To register and provide integrated management for taxi service call centers, call center drivers, and delivery services, and to monitor the quality of services;

4.1.4.3. To release and hold accountable vehicles that obstruct bus, taxi, and route vehicle lanes in order to ensure the normal operation of public transportation services;

4.1.4.4. To create a register and database of vehicles engaged in freight transportation activities in the capital, and to organize and monitor the daily operations of freight transportation;
